Gilbert Planning Commissioners this week reviewed proposed changes to the town’s land development code that would open the door to more “middle housing” developments in neighborhoods zoned for single-family homes.

The changes are being driven by state legislation adopted in the past session.

Under House Bill 2721, municipalities must adopt regulations by January 2026 that permit duplexes, triplexes, fourplexes and townhomes on single-family lots within one mile of the town’s central business district — in Gilbert’s case, the Heritage District.

The law also requires that 20% of new single-family developments of 10 acres or more across the town allow for middle housing.

Ashlee MacDonald, the town’s planning manager, told the commission the town has no choice but to adjust its code.
