**Trump Reassesses Project 2025 Amid Administration Changes**
U.S. President Donald Trump is showing renewed interest in "Project 2025," a governance framework created by conservative thinkers. Initially, Trump distanced himself from the project during the 2024 election, claiming he was unaware of its details or its creators. At a presidential debate, he stated, "I’m not going to read it. Everybody knows what I am going to do."
Since his second-term inauguration, however, Trump has embraced Project 2025. Key contributors to the initiative have taken influential positions within his administration, and several of its policy proposals have been implemented. Recently, Trump even referenced Project 2025 on social media, indicating a shift in his stance.
Project 2025 is a comprehensive policy and personnel initiative designed to prepare for a Republican administration. The 900-page document was developed by The Heritage Foundation and over 100 conservative organizations. The initiative outlines 318 objectives across 34 federal agencies, aiming to replace many civil servants with loyalists and roll back progressive regulations. According to its website, 48% of these objectives have already been implemented, including actions taken by the White House.
The project seeks to fundamentally alter the structure and policies of the U.S. government. This includes dismantling the so-called "administrative state," consolidating executive power, eliminating certain federal agencies, and rolling back regulations related to the environment, civil rights, and diversity. It also proposes significant changes to policies on abortion, LGBT rights, and education.
Project 2025 consists of four main components: a policy guide titled "Mandate for Leadership 2025," a database of vetted conservative personnel, candidate training through the "Presidential Administration Academy," and a 180-day playbook for executive actions. While many policies align with Trump's previous campaign promises, some proposals, such as banning pornography, were not previously discussed by Trump.
During the election, Trump publicly disavowed Project 2025, stating, "I know nothing about Project 2025. I have no idea who is behind it. I disagree with some of the things they’re saying and some of the things they’re saying are absolutely ridiculous and abysmal. Anything they do, I wish them luck, but I have nothing to do with them." His campaign leaders echoed this sentiment, asserting that Project 2025 was not affiliated with the campaign.
Project 2025 builds on a long history of conservative transition planning, notably the "Mandate for Leadership" framework established by The Heritage Foundation for Ronald Reagan's administration in 1981. This initiative has influenced subsequent Republican transitions, including those for George W. Bush and Trump himself in 2016. However, Project 2025 is considered the most extensive effort to date.
As the federal government faced a shutdown on October 1, Trump used the opportunity to discuss Project 2025's implications. He announced a meeting with Russell Vought, a key architect of Project 2025 and director of the Office of Management and Budget (OMB), to strategize on federal workforce management. Trump stated, "I have a meeting today with Russ Vought, he of PROJECT 2025 Fame, to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut."
Vought, a prominent conservative strategist, has been instrumental in shaping a policy agenda that aligns with Trump's priorities. His career includes significant roles in the OMB and various Republican policy organizations. Vought has advocated for centralizing executive power and implementing substantial cuts to federal spending.
Trump's connections to Project 2025 extend to several of its authors, including John McEntee and Paul Dans, who have been integrated into his administration. Dans expressed pride in the project's implementation, stating, "It’s gratifying. We’re very proud of the work that was done for this express purpose: to have a doer like President Trump ready to roll on Day One."
As Trump continues to navigate the complexities of his administration, Project 2025 appears to play a significant role in shaping his governance strategy.
