A teenage boy apparently charged with murdering two 17-year-old girls while they were riding an e-bike last week in Cranford, N.J., was issued more than a dozen traffic citations in connection with the crash.

The alleged assailant is from the nearby town of Garwood, authorities said. He was arrested on the morning of Wednesday, Oct. 1, on two first-degree murder charges in connection with the crash that left Maria Niotis and Isabella Salas dead.
