SAN ANGELO, Texas (Concho Valley Homepage) — The San Angelo Police Department had a press conference about the accusation of excessive force in a case.

In June 2025, SAPD officer Jason Gann arrested an 18-year-old woman during an investigation into family violence. Police Chief Travis Griffith described the lead-up to the incident.

"She was not cooperative and intoxicated," Griffith said. "The female was handcuffed, seatbelted and had her legs restrained due to her resistive behavior. Prior to leaving the scene, the officers attempted to readjust the leg restraints. During which, the female kicked Officer Gann in the right hip. Following this, Officer Gann grabbed the female's legs and pulled the rip hobble, which helped restrain her legs tight. He leaned in the patrol and struck her hea
