INDEPENDENCE, Mo. (KCTV) - An Independence woman is in custody for two felony charges related to alleged child endangerment, Jackson County court records indicate.
34-year-old Amber Harris was arrested after Independence police officers were called to a neighborhood on Oct. 5 with reports of a child walking alone and wearing only a diaper.
The officers found the child in “a state of distress,” and said he appeared “visibly neglected,” with “multiple bruises, bug bites and general unkemptness.” They believed the child to be autistic and nonverbal, and noted several physical deformities, including clubbed feet and evidence of a past spinal injury.
