Allegheny County Executive Sara Innamorato presented her annual proposed budget to County Council Tuesday that aims to trim administrative spending where possible amid rising costs due to inflation, tariffs and a rising jail population.

This year’s annual proposal does not include a tax increase — following the controversial 36% county tax hike last year — with every new initiative in the proposed budget covered by corresponding cuts in spending.

The proposal outlines a $1.2 billion operating budget, about a 1.5% increase over the 2025 budget, representing an “extremely disciplined approach to managing the county,” Ms. Innamorato said. To compare, annual growth to the operating budget has typically been 3% to 4%.
