Allegheny County Executive Sara Innamorato has proposed a $1.2 billion operating budget for 2026, part of a $3 billion comprehensive fiscal plan. The proposed budget is a 1.5% increase from last year.

“We have a stable outlook because of our millage increase last year that allowed us to replenish our reserves,” Innamorato said.
Council members told Pittsburgh's Action News 4 that they need to be cautious with spending because both the state and federal governments don't have budgets. Innamorato said that each quarter that the state does not pass a budget , Allegheny County loses out on about $100 million in funding.
