When will Scottsdale voters get to weigh in on Axon’s plan for 1,900 apartments and a hotel in North Scottsdale?
While the referendum is currently scheduled for November 2026, Mayor Lisa Borowsky and others pushed – unsuccessfully – to hold an earlier election.
At the Sept. 30 City Council meeting, Borowsky gave the thumbs up to a citizens’ petition asking for an Axon-rezoning referendum “as early as possible” – but failed to win Council majority support.
Councilman Barry Graham, in an email sent earlier that day, said, “Holding an early, taxpayer-funded special election raises serious concerns including:
“Suppressed voter turnout: Special elections typically draw 20-40% of general election turnout, potentially sidelining tens-of-thousands of Scottsdale voters …
“Exclusionary voting p
