West Virginia Treasurer Larry Pack wants Gov. Patrick Morrisey to call a special session of the West Virginia Legislature, to pass a bill that would repeal state taxes on tips and overtime, according to a report from West Virginia Watch .

It's not a bad idea, at first blush anyway.

Many workers in the service industry, especially at restaurants, coffee shops, bars and the like, make a substantial portion of their income off tips. Some are paid less than minimum wage because they receive tips. Under federal law, servers can be paid as little as $2.13 an hour as a base wage, as long as — with tips — it adds up to $7.25 an hour.
