Contractors in San Joaquin County are sounding off after the county is looking to negotiate a PLA with a local union.

The San Joaquin County Board of Supervisors voted to direct county staff to negotiate a community workforce training agreement with the San Joaquin Building & Construction Trades Council on Tuesday.

Driving the news: A PLA is a pre-hire agreement for projects that establishes labor terms and procedures before a contract is awarded. • It can include local-hire and apprenticeship targets, as well as guarantees to reduce work stoppages.
