The final step officially establishes a license separate from the existing ones. Festival lodging licenses have fewer barriers to who can apply for them but can only be utilized during large, multi-day events. The city’s working definition of a festival in this context is an event that: runs at least five consecutive days, brings in more than 50,000 attendees and is expected to exceed Boulder’s hotel capacity, which is roughly 2,900 rooms.
