A third council member refused to hand over documents against attorney advice.

Tense interpersonal exchanges are becoming more common in Dillon City Council meetings, after a number of highly charged debates about city laws and enforcement.

Fifty minutes into the Oct. 1 meeting, Ward 2 Council member Russ Schwandt pointed to inconsistencies related to animal licensing fees. Schwandt asked why fee documents for keeping chickens did not specify that it was for hens only, since there are separate distinctions for other animals, such as dogs. City codes do not allow the keeping of roosters.
