ROCHESTER — Executive Director John Burns of SOS Recovery Community Organization did not mince words, telling the city Planning Board he believes Police Chief Gary Boudreau blocked what he feels should have been a simple process to relocate the nonprofit's services to a new location at 41 Hanson St.

Burns and SOS offers services in Rochester, Dover and Exeter. He came before the Planning Board Oct. 6 with his plan to buy the 41 Hanson St. building. Burns said his proposal would not have been required to come before the Planning Board, delaying the building purchase, but a special review committee flagged it after the police chief raised concerns.
