CHESAPEAKE, Va. — A nor'easter is bringing gusts of 40 to 55 mph, heavy rainfall, and some of the highest tides of the season, prompting officials to issue coastal flood warnings for Hampton Roads and the Outer Banks.

“The biggest piece that we’re focusing on is going to be the flooding in that area. And so, we want people to be prepared for that, to recognize that it’s a potential, going to have heavy rains, going to have a very heavy potential for tidal flooding,” said Jason Elmore, chief spokesperson for the Virginia Department of Emergency Management (VDEM).

Elmore urged residents to begin preparing early by creating a household emergency plan, including where to go if flooding occurs, and making sure each family member knows how to get in touch if they need to evacuate. Officials re
