PORTLAND Ore. (KPTV) - The 9th U.S. Circuit Court of Appeals has yet to rule on a temporary restraining order that currently prevents the Oregon National Guard from deploying to Portland, leaving legal experts and officials waiting for a decision that could have far-reaching implications.

Lewis & Clark Law Professor Tung Yin said the appeals court has three potential options when it issues its ruling: the court could agree with the lower court and keep the temporary restraining order in place, rule in favor of the federal government and allow the National Guard to deploy to Portland immediately, or decide not to rule at all — though Yin considers this third option unlikely.
