Municipal monitors will be reappointed to an embattled council in Melbourne's booming outer north, where a controversial mayor is due to return from suspension later this week.

The reappointment of monitors follows the release of a report into the City of Whittlesea, which found the mayor failed to perform the role in many ways before his suspension earlier this year.

Aidan McLindon was suspended as mayor for six months in April over allegations of intimidating behaviour, which he denied.

Cr McLindon, a former Freedom Party candidate, described the inquiry process as a "political witch-hunt".

He is due to return this week as a councillor — not as mayor — though some councillors told the commission they did not want him to.
