The project to build Clark County’s largest homeless shelter took another step forward on Monday when the Vancouver City Council awarded a contract to Tapani Inc. of Battle Ground.

Nine companies submitted bids to construct the highly anticipated 120-bed homeless shelter at 5313 N.E. 94th Ave. Tapani Inc.’s bid of $9.3 million was the lowest.

City officials have been referring to the project as the bridge shelter because it will help people cross from homelessness to housing. It’s a key part of the Vancouver’s strategy for addressing homeless, which the city council has declared to be a civil emergency .
