Glendale has found a new top executive after City Manager Kevin Phelps announced his retirement in March, making him the second-highest paid person to hold the job in metro Phoenix.

The City Council unanimously approved an employment agreement at its Oct. 14 meeting to hire Gilbert’s town manager, Patrick Banger. He is expected to start the job on Jan. 12, according to the agreement.
