BLUEWATER – Big changes could be coming for Bluewater if council opts to push ahead with a move to eliminate the chief administrative officer (CAO) position.
With the recent departure of Laurie Spence Bannerman, who served as Bluewater’s administrative leader about five years, councillors directed staff during an Oct. 15 special meeting to prepare a report on Ontario municipalities operating without a CAO.

Coun. Bill Whetstone, who introduced the motion during the meeting, noted that Spence Bannerman’s departure marks the third time he’s been involved in the hunt for a new person to act as Bluewater’s top administrator.
