RICHLAND COUNTY, Wis. (WKOW) — A fight over an unpaid electric bill may have led to the death of a man in a remote part of Richland County in September, according to a criminal complaint.

Judd Frazier , 56, of Boscobel, is charged with felony murder and being a felon in possession of a firearm.

Frazier and the victim both live on a property at Peaceful Valley Lane, which is considered remote with limited cell service. The victim lived in a motorhome, while Frazier lived further along the driveway in a camper. Judd Frazier's son, Colton Frazier, lives in a pole-shed on the property.

Judd Frazier told investigators he had come home from work on Sept. 29 and found the victim dead in a chair in the driveway. He then called police from the "top of the hill," the complaint stated.
