NORFOLK, Va. (WAVY) — After months of debate, the Norfolk School Board voted 6-1 to adopt a major school closure and consolidation plan to be phased in over the next several years.
The plan calls for closing two schools beginning with the 2026-2027 school year: Willoughby and Norview elementary schools. The plan removed James Monroe Elementary from the consolidation plan, and it relocates students from Ghent School to space currently used by the Academy of International Studies, or AOIS, at Rosemond Middle School.
