But longtime municipal leader and social services volunteer Ken Todd said he will take an “eyes-wide-open” approach when he develops an unhoused action plan for Niagara Falls with those who are.

“Quite frankly, this problem, I don’t see it going away any time soon, which means it’s all the more important that we use our resources effectively,” said the former chief administrative officer for both Niagara Falls and Thorold, and former director of corporate services for St. Catharines.
