HAVERHILL, Mass. —

An independent investigation will begin Thursday into the Haverhill Police Department following two recent tragedies and a union letter questioning the department's leadership.

Last week, Haverhill Mayor Melinda Barrett placed former Police Chief Robert Pistone on leave, and he retired shortly after. Newly-appointed Acting Haverhill Police Chief Stephen Doherty was then also placed on paid administrative leave.

In a statement on Friday, the mayor says she had conversations with the police unions and determined this was the best course of action.
