NEW ALBANY, Ind. — Mary Rudolph's fourth child care location is a few weeks away from opening. She owns Where Kids Count Childcare and has been working on her recent investment on Vincennes Street in New Albany for over a year.

Rudolph worries that 21 years of serving children may be at risk, forcing her to open one location while closing others.

"I just want to try to survive," Rudolph said. "I don't even know if we're going to get kids."

This is because of recent voucher reimbursement changes by Indiana's Family and Social Services Administration (FSSA). The administration announced in September the decrease of voucher rates used by some families to offset the cost of child care. This is also how some child care providers make a substantial revenue.
