Well, I think they're allowed to hold people for competency for two years, and when the two years runs out, the judge has to dismiss. The difficulty was ... they weren't able to bring him into competency in that time. Or they weren't able to get their evaluations done. The competency evaluation, which means he has to be able to aid his defense and be aware of his crime and be able to communicate with his attorney.
