Bob Miller has spent his life in public service — as an Army veteran, police chief, interim city manager, school board member and now, a Yucaipa City Council member.

In July, Miller, a faculty member of Cal State San Bernardino’s public administration program, received the outstanding educator of the year award by the Inland Empire Chapter of the American Society for Public Administration. He said one of the subjects he teaches his students is ethics in government and public administration.

But now, after serving less than a year on the Yucaipa council, Miller’s colleagues are accusing him of possibly violating state conflict-of-interest laws.
