WILLIAMSPORT — The state police commissioner has been accused in a federal civil suit of failing to end promotion policies and practices that allegedly prioritize race and sex over merit and seniority.
The allegation about Col. Christopher Paris is contained in an amended complaint filed Friday in the U.S. Middle District Court by Sgt. Daryl Jay Elias Sr. , 43, who accuses the department of discriminating against white men in promotions.
The trooper, since 2003, and a sergeant for more than eight years, sued only the department earlier this month, citing multiple occasions when he was bypassed for promotion by females with less time in rank.
