The man who Maryland police say drove into a child's birthday party, killing one person and injuring 13 others, has turned himself in, officials said.
Criminal charges are pending against the driver, identified by the Bladensburg Police Department as Sunday Joseph, 66, from Washington, D.C. Joseph turned himself the morning after the crash, but is not currently in custody, police said.
"Current information indicates that the crash was an accident and was not a targeted incident," Acting Police Chief Daniel Frishkorn said at a news conference on Oct. 20.
Frishkorn said Joseph allegedly drove in reverse through a tent where the victims were gathered for the party. Joseph is believed to have fled the scene on foot after plowing into the crowd.
An officer was patrolling the area when people at the crash site flagged him down around 10:12 p.m. on Oct. 18, Frishkorn said. Video shared on social media shows first responders at scene and a partially collapsed white tent on the lawn.
"As you can imagine, it was chaotic," he said.
More than a dozen people, including eight children between one and 17 years old, were injured in the hit-and-run and one woman, 31-year-old Ashley Hernandez Guiterrez, was killed. One child and two adults are still being treated at the hospital, Frishkorn said.
Frishkorn said the investigation will determine if the accident was alcohol or speed-related, but witnesses have indicated both of those may have been a factor.
"I've been in law enforcement for 38 years and this is very unusual, especially with the amount of casualties that were involved in this particular incident," he said.
