WESTFIELD - Cindy Harris, chair of the Personnel Action Committee, said the committee had met just prior to the City Council meeting on Oct. 14 to take another look at the new job description for the superintendent of buildings, which had removed the City Council as the appointing authority.

Harris said at the previous meeting on Oct. 2, two changes in the description had been presented to the Council; the mayor as the appointing authority according to the language in the current ordinance, and a change in duties for the position.

However, she said City Clerk Kaitlyn Bruce and former Clerk and Ward 1 Councilor Karen Fanion had taken an in-depth look at the history of ordinances related to the appointment of the position, and found that starting in the 1960s, it was under the City Council
