Bell has filed a report with the Canadian Radio-television and Telecommunications Commission (CRTC) detailing the cause of a recent October 6, 2025 service outage that disrupted data access for customers roaming outside Canada.

According to the Post-Outage and Final Report, submitted by Assistant General Counsel Philippe Gauvin, the issue began at 11:45 a.m. Eastern Daylight Time and was caused by a failure in Bell’s internal charging system.

“We identified the problem as a capacity issue in our charging system,” the company wrote in a letter dated October 20, 2025. “This system is responsible for tasks such as traffic calculation and quota management and is required for our roaming systems (i.e. this tracks customer data usage vs what they have purchased).”
