RAY, N.D. — When federal agents went to a home in the small northwest North Dakota town of Ray (population 750) on Tuesday, Oct. 21, and arrested Gary Donnelly, it was the second time he had been taken into custody on suspicion of receipt of child sexual abuse material in three years.

A grand jury indicted Donnelly, 57, on Oct. 8, and a warrant was issued for his arrest the following day. There is very little detail contained in the two-page indictment on the single federal charge of receipt of child pornography, except that the criminal activity is alleged to have occurred between March and August 2022, and that if Donnelly is convicted, he must forfeit two computer hard drives. He faces a mandatory minimum of five years in prison if convicted.
