DES MOINES, Iowa -- The shutdown of the federal government is wrapping up day 21, with the 11th attempt to pass a continuing resolution to fund the government failing on Monday.

Senate Democrats are still calling for a plan that extends affordable health care tax credits, not wanting to pass the appropriation bill to fund the government until there is an agreement on that front.
