CHARLOTTE, N.C. — A federal grand jury has indicted a Charlotte man in connection with the fatal stabbing of a 23-year-old Ukrainian woman on a light rail train in August.

Decarlos Brown, 34, was charged Wednesday in U.S. District Court for the Western District of North Carolina with knowingly and unlawfully using a dangerous weapon with intent to cause death on the Charlotte Area Transit System, according to the indictment filed in federal court.

The charge stems from the Aug. 22 killing of Iryna Zarutska , who was stabbed multiple times while riding the LYNX Blue Line in South End. Surveillance video released by CATS showed Brown stabbing Zarutska in the neck while she sat wearing earbuds and looking at her phone.
