INDIANAPOLIS — The City-County Council has received a follow-up report from the Chicago law firm tasked with investigating sexual harassment allegations lodged against a top aide of Mayor Joe Hogsett and the mayor’s response to those complaints.

Thomas Cook is alleged to have had improper relationships with women both inside Hogsett’s 2015 mayoral campaign and within the mayor’s administration. After violating Hogsett’s warning to change his behavior in 2017, Cook was forced out of city employment in 2020.
