Months after an initial report left lingering questions about the mayor's response to sexual harassment complaints, Indianapolis' City-County Council has received a follow-up document from the law firm handling the investigation.
The document , emailed to councilors on Oct. 22, sheds light into why the investigators didn't subpoena Thomas Cook, the mayor's former chief of Staff at the center of the allegations of misconduct. The document answers a series of 34 questions councilors asked after the initial report's May release.
