NORTH CAROLINA, USA — The North Carolina House unanimously approved House Bill 491 on Wednesday, authorizing $190 million in one-time funds from the state’s Medicaid Contingency Reserve to help the Department of Health and Human Services (DHHS) stabilize Medicaid funding for the 2025–2026 fiscal year.
The funds are intended to cover projected changes in enrollment, service costs, federal match rates, and the rollout of the Children and Families Specialty Plan, scheduled for December 2025.
The legislation also requires local management entities and managed care organizations to make intergovernmental transfers totaling just over $18 million in each of the next two fiscal years.
