Ella Mahone was just 21 months old when she was struck by an e-bike on a shared pathway next to a Newcastle playground.
After being knocked face down onto the concrete, the little girl was taken to hospital and treated for a large lump and scrape on her forehead.
For Ella's mother, Alyce Mahone, it was the scariest moment of her life.
"I remember seeing her pulsating and thinking that her whole head was going to split open," she said.
"Putting her in a car seat to get her to the hospital was the worst part of my life.
" My son was saying, 'Ella's going to heaven … Ella's going to heaven.' "
In the 12 months since the incident, Ms Mahone and her family have been waiting for the NSW government to introduce tougher regulations on e-bikes and e-scooters.
