Mayor Malik Evans has renewed a state of emergency for the City of Rochester over and over — 39 consecutive times in the last few years due to gun violence.
The state of New York gives him broad powers with a state of emergency, including closing businesses and mandating hours other ones are open, shutting down streets and suspending the sale of alcoholic beverages.
