WATERTOWN, New York (WWNY) - A homeless man is accused of striking a teenage boy in the neck and putting him in a chokehold.

Watertown police arrested 33-year-old Jordan Belair on Monday.

He’s charged with criminal obstruction of breathing, harassment and child endangerment.

According to police, Belair was involved in an argument with a teenage relative at a home on South Meadow Street on September 20.

Belair allegedly struck the boy in the throat with his elbows and put him in a chokehold, making it difficult for the teen to breathe.

According to police, the boy declined medical attention.

Police said it took time to track down Belair because he is homeless, but they found him on Monday on South Meadow Street.

Belair is being held in the Jefferson County jail on $1,000 bail.
