SPRINGFIELD — Real estate giant Paul Picknelly wants to construct a 15-story courthouse across the street from the existing Roderick L. Ireland house of justice, saying his plan offers a way to move staff quickly and easily from a “dirty” building.

Picknelly, principal of Monarch Enterprises, is working with several large firms, including Springfield’s Fontaine Construction and WestMass Area Development. His plan for 55 State St., unveiled Tuesday, is one of 11 submitted to the state Division of Capital Asset Management and Maintenance.
