A Western Sydney council meeting has descended into chaos during fiery debate over a motion to boycott Israeli companies which a former mayor described as "excruciatingly painful".

The proposed motion by Cumberland City Councillor Ahmed Ouf called on the council to cut any ties with companies linked to "serious human rights violations".

If successful it would have required the council's General Manager to follow principles outlined by anti-Israel activist movement Boycott, Divestment and Sanctions to cancel all contracts with companies with even loose links to Israel.

However, the motion was rejected 7-5 on Wednesday night despite a raucous display from locals in the gallery who presented on the issue.
