The City of Winnipeg is moving ahead with a new policy that would formalize how it deals with homeless encampments, including restrictions on where tents can be set up and a three-tiered response system based on health and safety risks.

A report heading to city council’s Standing Policy Committee on Community Services on Nov. 4 recommends adopting an Encampment Policy and an accompanying Encampment Response Protocol. Together, the documents would guide how the public service enforces existing bylaws and coordinates outreach efforts when people are living in tents or temporary shelters on public land.
