SILVER CREEK, N.Y. — New York State Police say two people have been arrested after a four-year old child was found walking around on the Thruway.
Robert L. Lyman, 31 and Mikayla Miller, 30, have been charged with Endangering the Welfare of a Child.
According to State Police, On October 28, shortly before 6:15 p.m., troopers responded to the I-90 west in Silver Creek after a child was found on the side of the roadway.
Investigators say a passerby on the Thruway saw the child enter the roadway. The person driver pulled over and called 911 while they kept the child away from traffic.
Troopers say that around the same time the child was found, Child Protective Services (CPS) was allegedly making an unannounced visit to Lyman and Miller's home, near the Thruway, and allegedly discovered the
