ROCKLAND, Maine — Voters in Rockland face a question on the November ballot about changing the city's charter to ease restrictions on how the city can administer bond money.
Rockland city staff said the goal of the charter change is to better align with state law about how municipalities distribute bond money, specifically around $10 million dedicated for constructing housing.
In June, voters approved a $10 million housing bond , specifically to be used on workforce housing development for people who do not qualify for low-income programs through the state.
City staff said the current charter limits how they can use the money. The current limitations restrict the funding for infrastructure improvements, such as sewer lines or sidewalks for a specific housing development.
