PHILADELPHIA (WPVI) -- Philadelphia City Council has passed a bill that would impose a 10-cent fee on paper bags.

The legislation passed Thursday by a vote of 10-5 and now heads to Mayor Cherelle Parker's desk. The mayor has not indicated whether she will sign the bill.

The fee would apply not only to grocery stores but also to retailers such as hardware stores and boutiques. However, exemptions would be made for bags without handles, including those used for unwrapped prepared food from food trucks.

The measure follows growing concerns about the environmental impact of single-use bags and aims to encourage shoppers to bring reusable alternatives.
