KELOWNA — A Kelowna homeowner is taking legal action against the City of Kelowna, alleging the municipality’s inaction on a known storm sewer problem led to major flooding that damaged his property this summer.
In a lawsuit filed earlier this week, Bruce Saarinen claims the City was first informed in November 2024 that a storm sewer between 580 and 590 Seaford Road was plugged and leaking. Saarinen says the city was aware that his home sits on the lowest point of the street, making it especially vulnerable to flooding.
Saarinen says he was contacted in March 2025 by a city employee who told him that repairs to the storm main had been scheduled. However, no work was ever started.
On July 22, 2025, eight months after the city learned of the issue, heavy overnight rainfall caused the storm
