1. Heat half the oil in a large frying pan over medium heat. Cook the onion and garlic for seven minutes, stirring, or until softened. Remove the mixture from the pan and set aside to cool.
2. Place the breadcrumbs and milk in a large bowl and set aside for five minutes to soften. Add the cooled onion mixture, along with the mince, parmesan, fennel seeds, oregano and egg. Season with salt and freshly ground black pepper and
