Rachel Reeves has refused to rule out tax rises as she sets out her priorities ahead of the budget later this month. The Chancellor promised to make Britain 'fairer' in an unusual pre-budget speech, three weeks before she announces her tax and spending plans.

It comes amid mounting speculation that Ms Reeves is preparing to hike income tax by up to £30bn to plug a hole in the public finances. However, the Chancellor said that her speech on Tuesday (November 4) was not about setting out individual policies.

Instead, she used the unconventional pre-budget speech in Downing Street to set out the principles that will 'guide' her choices.

She said that protecting the NHS , reducing national debt and improving the cost of living will be the priorities she will pursue.
