Mike Miles has been the state-appointed superintendent of the Houston Independent School District for more than two years. The state's takeover of the largest public school district in Texas remains controversial. Nevertheless, Miles has sought to raise school accountability ratings, and, in fact, the number of D- and F-rated schools in the district has dropped in that time from 121 to 18, and no campuses received an F in this year's ratings.

Yet, questions and criticism remain about the superintendent's methods and approach, especially for his New Education System, a reform effort featuring centralized curriculum standardized across campuses with lesson plans prepared for teachers in advance.
