KINGSPORT, Tenn. (WJHL) — A Pennsylvania-based developer plans to convert one of Kingsport's oldest buildings that housed a hosiery mill a century ago into a 60-room boutique hotel, restaurant and event space.

The Kingsport Economic Development Board (KEDB) approved a complex package of economic incentives for the $10 million project on Tuesday. It now heads to the Kingsport Board of Mayor and Aldermen and Sullivan County Commission for approval of some of the incentives.

"The building has great bones and we're just going to bring it to life so that it generates income and will support the project," said Tim Butters, who previously restored a 50,000-square-foot former silk mill in Pennsylvania.
